Qin Feng walked out of the Civil Affairs Office just as Hu Jiayun was heading upstairs; they nearly passed each other, yet neither noticed the other.

As Hu Jiayun passed by the Party and Government Office, she casually said to Xiao Liu, “Notify Qin Feng to come to my office for an organizational discussion.”

Yesterday, she had wanted to speak with Qin Feng, only to be informed that he had gone to the nursing home.

“Secretary Hu, he’s not at the government office. He should be at Bishan Reservoir now,” Xiao Liu replied.

“Bishan Reservoir? Who arranged for him to be sent there?” Hu Jiayun’s tone turned icy.

Hu Jiayun was well aware of the implications of being assigned to Bishan Reservoir.

“That was arranged personally by the township mayor.”

“Wang Yunfei?” Hu Jiayun was surprised. “Why would he transfer someone to Bishan Reservoir?”

“I... I don’t know.”

“Now they don’t even need to inform me about personnel decisions? I think you’re not fit to sit in this office anymore,” Hu Jiayun said coldly and turned to leave the Party and Government Office.

Xiao Liu broke out in a cold sweat and hurried after her. “Secretary Hu, Mayor Wang told me to arrange it first, and he would notify you later.”

Hu Jiayun ignored Xiao Liu and strode ahead.

“Secretary Hu, I was wrong. I promise I won’t do it again. Next time, I will report to you first...” Xiao Liu was nearly in tears.

“Drive immediately to bring him back. If you can’t, don’t bother coming back yourself,” Hu Jiayun said and left, leaving Xiao Liu wiping his sweat behind.

It was already unusual for a newly assigned college graduate to be sent to a nursing home; now it was even worse—they were simply posting him to guard a reservoir.

Hu Jiayun had just pulled Qin Feng back from the nursing home yesterday morning, only for Wang Yunfei to dispatch him to Bishan Reservoir that afternoon.

Hu Jiayun knew this wasn’t just targeting the young man—it was aimed at her.

Hu Jiayun sneered twice and entered the office of Xu Guoli, Party Secretary of Bishan Township.

“Secretary Xu, there’s something I need to report to you,” Hu Jiayun said as she pushed open the door.

“Secretary Hu, come, try this. Authentic pre-Qingming tea,” Xu Guoli said with a smile, personally pouring her a cup of brewed tea.

Xu Guoli was the top official in Bishan. In this remote mountain township, far from the reach of higher authorities, he was practically a sovereign.

Throughout the entire township, only Hu Jiayun could command such politeness from Xu Guoli.

Hu Jiayun was the most enigmatic figure in Bishan Township. A year ago, she had been directly parachuted from the city to serve as the deputy party secretary here.

There were many rumors about her identity circulating throughout Bishan.

Some said she must have offended a certain leader and was exiled here.

Others claimed she was the child of a high-ranking official, sent here to gain experience for a year or two before being promoted back.

Still others whispered she was the mistress of a provincial bigwig, hiding here after being discovered by the official’s wife.

Regardless of the stories, everyone in Bishan respected her deeply—including Secretary Xu Guoli.

Yet since her arrival, Hu Jiayun kept to herself, managing only her responsibilities, never involving herself in the township government’s intrigues.

Thus, she remained a mysterious figure in Bishan.

“I’m not much of a tea connoisseur; don’t waste good tea on me,” Hu Jiayun said indifferently.

“True, Secretary Hu prefers coffee. But sorry, we don’t have any here—nowhere in Bishan can you find it,” Xu Guoli joked.

Hu Jiayun was the only person in Bishan who dared speak to him in such a manner.

“Secretary Xu, I want to apply to resign from the position of Organization Committee Member. I will submit a report to the county,” Hu Jiayun went straight to the point. She disliked small talk.

“Why is that, Secretary Hu?” Xu Guoli was puzzled.

“The college graduate assigned by the county was sent to guard the reservoir without notifying me or consulting me,” Hu Jiayun’s tone suddenly sharpened.

“To guard the reservoir? Wasn’t he at the Civil Affairs Office?” Xu Guoli looked confused.

“His organizational affiliation is with me; the county’s Organization Department instructed me to monitor him closely. Yet I was completely unaware of his job transfer.”

“Perhaps I have been incompetent in my concurrent role as Organization Committee Member, so I am applying to resign, allowing a more capable comrade to take over and relieve some of your burdens,” Hu Jiayun said coldly.

Xu Guoli frowned, then asked, “Secretary Hu, I truly wasn’t aware of this, and I definitely didn’t arrange it. Since you oversee organizational work, if I had made such an arrangement, I would have informed you. The proper procedures would have been followed.”

“Then let me investigate the situation first. Rest assured, I will give you an explanation,” he added.

“Secretary Xu, you overstate it—you are the secretary; there is no need to report to me. But a transfer that bypasses organizational procedures is invalid,” Hu Jiayun emphasized.

She was making her stance clear to Xu Guoli, who undoubtedly understood.

“I’ve already sent Xiao Liu to fetch him. Once he returns, how to arrange things will be up to you,” Hu Jiayun said without further ado and left Xu Guoli’s office.

As Hu Jiayun departed, Xu Guoli’s face darkened. He picked up the phone to inquire about the situation.

After hanging up, he snorted coldly, “Wang Yunfei, have you overstepped? You completely disregarded me.”

He picked up the phone again. “Arrange for that college graduate to be transferred back to the Civil Affairs Office.”

“Also, add an assistant director to the Civil Affairs Office. This college graduate is a top talent assigned by the county—an advanced intellectual. We must give him special attention and appoint him as assistant director.”
