Back in his office, He Shinian dialed Ou Huasheng's number and relayed Wu Yunqiu’s message. After hearing it, Ou Huasheng furrowed his brow and asked, "What’s the matter?"

He Shinian replied, "Secretary Wu only instructed me to convey this, without specifics."
